He spends much of his time in Columbus or Washington D.C. working closely with LNE Group clients.  Scott’s expertise is concentrated in public policy, public funding and economic development incentives.  He maintains strong relationships with elected officials from both sides of the aisle and key decision makers.

Scott has experienced great successes on behalf of LNE Group clients since joining the firm.  Mr. Owens has secured over $1.2 million in total funding from the state of Ohio for Voice of America in West Chester.  Most recently, Scott advocated tirelessly for the passage of the Landbank Bill (SB 353) on behalf of Cuyahoga County Treasurer Jim Rokakis.  Mr. Owens was able to guide this legislation through the Ohio House and Senate committee hearings and floor votes because of his strong relationships and acute awareness of good public policy.   Governor Strickland then signed the bill into law. Scott was able to see this legislation come full circle in only five weeks.

Mr. Owens also assists with LNE Group’s federal lobbying practice.  Recently, Scott was essential in assisting the City of Hamilton obtain a Federal Energy Regulatory Commission (FERC) license and the 408 & 404 permits from the US Army Corps of Engineers to construct and operate a hydro-electric facility at the Captain Anthony Meldahl Locks and Dam site on the Ohio River.  The Meldahl Dam hydro plant is a 105 mega-watt, $500 million dollar project.

Prior to joining LNE Group in 2005, Scott was the Vice-President of Government Relations for a telecommunications company and also held a similar position for a financial banking firm. In addition, Scott served as the Executive Director of a political organization and has extensive campaign management experience for both issues and elected officials.  Scott spent his childhood in West Chester, Ohio and is a former firefighter for the community.  Cox Newspapers proclaimed that Scott Owens was a “mover and shaker” in Ohio government and business in 2006.

Scott has been interested and involved in politics since he was 16 years old. He loves spending time on the water, boating and riding his jet ski. He also finds pleasure spending time with his family, friends, working out, traveling and watching college sports.
