The most common process is a request for proposals or other “one time” official call, where a government agency provides a specific format and date for applicants to provide proposals for funding. The second most common process is funding that is open, where a government agency will make funding available until it is exhausted. The third and least common process is the unsolicited proposal process, where a government agency will accept and consider funding proposals in the absence of a formal call.
